The Arizona State Board of Accountancy is established by A.R.S. § 32-702 and consists of seven board members who are residents of Arizona and who are appointed by the Governor for five-year terms. Five members are Certified Public Accountants and two are public members.

Ms. McCloskey is a shareholder of BeachFleischman PC in Tucson, Arizona. In addition to being a CPA she holds a Master of Science in Taxation. She has worked in public practice since 1981, and has extensive experience providing tax consulting and compliance services to nonprofit organizations, individuals and small to medium-sized businesses through various stages of their development.

John is a 1984 graduate of Arizona State University. He has over 25 years of public accounting experience, all with Deloitte & Touche LLP (“Deloitte”). He is the Partner-in-Charge of Deloitte’s Assurance and Advisory Services Practice in Arizona. In this role, he is responsible for all operations and resources deployed to Deloitte’s audit clients in Arizona. John has served on Deloitte’s Finance and Audit Committee and Deloitte’s Strategic Investments Committee. He now currently is on the Board of The Deloitte Foundation. John has a broad range of experience and serves as the audit partner for various large Arizona based public companies. He has a deep knowledge of SEC rules and reporting requirements. His expertise includes public offerings, business combinations, SEC reporting and compliance, and other business-advisory services. Throughout his career John has remained active in the community, including currently serving on the Arizona State University (ASU) School of Accountancy Advisory Committee, ASU’s W.P. Carey School of Business Dean’s Council of 100 Board of Directors, Corporate Advisor to the Phoenix Board of the Association of Latino Professionals in Finance and Accounting, and member of the Audit Committee of Greater Phoenix Economic Council. In 2008, John was one of the recipients of the inaugural “Centers of Influence” Awards presented by Arizona Business Magazine to honor the state’s top 10 most influential accountants. The recipients of this award were acknowledged for demonstrating an extraordinary influence within their companies, their industry, their business clients and the community they serve.

Douglas Kimball has over 30 years of executive experience in finance, accounting, operations, administration and mergers/acquisitions in both public and private companies. He is a former CPA and began his career in the accounting profession. He spent eight years in the audit department at Touche Ross & Co. in Boston, now Deloitte & Touche. Mr. Kimball has for the last six years served as Vice President of Kleven Construction, a Tempe based civil contractor licensed in Arizona, Nevada and California. He graduated from Dartmouth College and received his Masters of Science in Accounting and received his Masters of Business Administration (MBA) from Northeastern University. Mr. Kimball serves on the city of Chandler’s Industrial Development Board and is active in various local civic, charitable and community associations.

Alan R. Augenstein is a CPA and has recently retired from PricewaterhouseCoopers LLP (PWC) after a 38 year career in public accounting. Mr. Augenstein most recently managed PWC’s assurance practice in Phoenix where he had practiced since 2003. He began his career in Pittsburgh and has practiced from offices in Cincinnati, Ohio, New York, New York and Kansas City, Missouri before relocating to Phoenix. While in New York City, Mr. Augenstein served as a technical consulting partner in the firm's SEC Services group in the national office. Mr. Augenstein has been the lead audit engagement partner or audit quality review partner for many publicly traded and private companies in many different industries. In addition to his professional activities, Mr. Augenstein is active in community service. He currently serves on the Board of Directors, the Executive Committee, and is Chairman of the Audit Committee of Junior Achievement of Arizona. He is also on the Board of Trustees of the Arizona Theatre Company. Mr. Augenstein is a graduate of The Pennsylvania State University.
Mr. Landy  LeRoy M. Gaintner, CPA

Having spent twenty-five years as audit and managing partner of Gaintner Bandler Reed & Peters PLC, in Phoenix, Arizona, LeRoy Gaintner also serves as expert witness in controversies involving economic losses and in accountant’s malpractice cases. LeRoy’s professional career started with Peat Marwick Mitchell (now KPMG). He became an audit partner in the Phoenix accounting firm Gallant Farrow & Greene, spent several years in greater Phoenix real estate development, and returned to public accounting in 1988 with what is now Gaintner Bandler Reed & Peters. Mr. Gaintner served as a trustee and past chair of the Western Association of Accounting Firms – an association of public accounting firms dedicated to sharing resources in best practices of accounting firm management and in assuring best practices in delivery of audit, accounting and tax services. In the community, he has served numerous organizations. A long time board member and past chair of the Maricopa Community Colleges Foundation, he chaired and was treasurer of the successful Maricopa Colleges bond campaigns in 1995 and 2005. He has been active in supporting the cultural environment in Phoenix through long-term involvement in Phoenix Men’s Arts Council providing financial support to the Phoenix Art Museum. Additionally, LeRoy serves on the Judicial Performance Review of Maricopa County, which facilitates performance reviews of Superior and Appellate Court Judges. Mr. Gaintner also has served the accounting profession through the Arizona Society of CPA’s, having chaired the Reporting Standards Committee, the Continuing Education Committee, and the Litigation Services Committee, and as a prior board member of the Arizona CPA Foundation for Education and Research. A graduate of Occidental College, Mr. Gaintner also holds Masters Degrees from Arizona State University in Accounting and in Mathematics.

Anne Lynch moved to Arizona in 1972 and continued her career in the telephone industry. Following retirement in 1990, she worked in State government for Gov. Jane Hull for eight years, including serving as Deputy Secretary of State. She now continues her interest in politics, government and the community as a volunteer. She is member and past chair of the Maricopa County Parks & Recreation Commission, member of the board of directors and Treasurer of Arizona Women’s Education & Employment, member of Valley Leadership Class V, member and past Regent of Camelback Chapter, Daughters of the American Revolution, and member of Phoenix Rotary 100.

Layne Simmons is the manager and co-owner of Jaffa Simmons, PLLC, located in Mesa, Arizona. Layne has over 27 years of experience working for both public accounting firms and for large international publically traded corporations. Prior to joining Jaffa Simmons, PLLC, Layne was the Vice President of Tax at Waste Services, Inc. He also served as the Executive Director of Tax at Viad Corp., and prior to his association with Viad, Layne was with the Phoenix office of Deloitte & Touche. Layne has served in leadership positions in several organizations including serving as Chairman of the Board of the Arizona Society of CPAs, as a council member of the American Institute of CPAs, and as President of the Arizona Chapter of Tax Executives Institute. He also chaired the Arizona Society of CPA’s Tax Legislation Committee, where as committee chairman, he spoke before the Arizona Senate Finance Committee, the Arizona House Ways and Means Committee and Arizona House Commerce Committee explaining proposed tax legislation. Layne also served 3 years on the tax advisory committee of the Arizona State Board of Accountancy. Layne holds a Master of Science in Accounting, specializing in Taxation.
