                                   INFORMATION BULLETIN BOARD                                 UPDATED 4/16/2009

PLEASE CHECK REGULARLY FOR UPDATES

OUT-OF-STATE CPA?  Please review Arizona's new CPA Mobility Law at A.R.S. 32-725.  In addition, you can view this link and get a snapshot of the law.  For firm mobility, see ARS 32-725(G). If additional information is required, please review the FAQ pages under both the application process and firms.

Arizona Tax Amnesty Program:  Please visit  this link for information from the Department of Revenue regarding an amnesty program available this year from May 1 thru June 1.  For answers to additional questions, you may contact the DOR by email at taxamnesty@azdor.gov.

Public Service Announcement from the AZ Department of Revenue:  Please review  this link from the Arizona Department of Revenue regarding the discontinuation of the quarterly mailing of Withholding & Payment forms.

NEW CPE REGULATION:  For more info, see CPE Requirements or A.A.C. R4-1-453.

CHANGE OF ADDRESSPlease note that all changes to either the personal or business address must be reported to the Board office within 30 days of the change (see R4-1-346).  To make a change, simply fax (602.364.0903), email (with attachment) or mail the Board office the following information: your name, your license number, your old address, your new address and your signature.  No specific form is required for the change, however a change-of-address form is available for your convenience.

FIRM INFORMATION AND PEER REVIEW REQUIREMENTS:  For additional info, visit the FAQ page

NEW CPE FILLABLE REPORTING FORM:  A CPE fillable reporting form is now available on the 'Forms & Applications' page (updated July, 2008, to reflect new CPE requirements).  Please note that the spreadsheet is in an Excel format and has six tabs.  The first tab has non-editable formulas in the summary on the bottom left that automatically sum up the CPE by subject code.  The 2nd through 6th tabs are continuation sheets that could be used as necessary.  The formulas in the 1st tab pick up any hours listed in subsequent tabs so that the total should be automatic.  If you choose to use the fillable form, it is recommended that you open and save the form to a file where you can record your CPE as it's taken throughout your renewal cycle and then simply print, sign & date the form at renewal time.  The non-fillable form is also still available on the Forms & Applications page for those choosing to print and handwrite their hours in lieu of the fillable format.

ARIZONA STATEMENT OF CITIZENSHIP: Effective with the February 2008 renewals, all registrants will receive with their biennial renewal form the Arizona Statement of Citizenship & Alien Status document.  This document MUST BE COMPLETED and returned with its required supporting documentation to the Arizona State Board of Accountancy office with the registrant's renewal form.  Pursuant to A.R.S. § 1-501, an individual applying for licensure with the State of Arizona must provide documentation that the applicant is lawfully present in the United States.

EXAM CANDIDATES: The AICPA has informed the Board that effective July, 2008, they are launching a New Research Response Format, which simplifies the way candidates will respond to research questions.  For updates and directions, please preview the attached bulletin.  A tutorial demonstrating the upgraded simulations is available at www.cpa-exam.org.  Candidates who are or will be scheduled to take the examination after July, 2008, are encouraged to review the bulletin to become familiar with the new functionality of the exam.

CPE PROVIDERS: The Board does not pre-approve CPE providers.  A.A.C. R4-1-453(C) addresses the issue of what qualifies a program for CPE.  Providers please note that the regulation requires the individual CPA be responsible for choosing viable CPE.

REGISTRATION RENEWALS are due in our office by close of business on the last business day of the month you are scheduled to register; see R4-1-345(B).

CPE REPORTED on the CPE reporting form should be the total CPE credit-hours completed during the renewal period.  The CPE requirement is a minimum of 80 hours regardless of professional industry.  Beginning with the January, 2009 renewals, in addition to other requirements, every registrant is also required to obtain 16 hours of classroom or live/interactive webinar continuing education every renewal cycle [R4-1-453].

WHAT KIND OF BUSINESS DO I WANT TO FORMFor the convenience of those considering forming a new firm or changing the structure of an existing one, we have attached a hyperlink to an article that ran in the Arizona Republic in July, 2006.  It does an excellent job of explaining various business structures, the difference between a sole practitioner & a solely-owned firm and the tax difference between the two. (Business Article).

CPE AUDIT!  WHAT NOW? On a monthly basis, the Board database randomly generates a list of names from the current/active list of CPA's certified with the ABA.  These registrants are notified that their prior renewal's CPE submission is being audited.  If you are wondering what to do should your name be selected, you will find the attached article published by the Arizona Society of CPA's to be very helpful.  (Business Article).

VERIFYING CLIENT INFORMATION   The North Carolina State Board of Certified Public Accountant Examiners (NCSB) recently published an article regarding providing letters of verification for lenders and loan brokers. It contains some excellent insight into the dangers of providing an attest letter for non-attest work. (Business Article).                2008 update: In February 2008, the NCSB published an update of this article in its effort to keep the industry abreast of changes: Business Article.

WHEN IS A FINANCIAL PRESENTATION A COMPILATIONTo assist the professional in determining if a compilation engagement has been performed, once again the North Carolina State Board of Certified Public Accountant Examiners has published an article for the benefit of the profession.
